You may need to make a distinction between P and O countries,
as the calculations need this information.

Perhaps on a sidebar, you can place:
[ PN = Pcountries which voted No; PY = P countries which voted Yes; PA
= P countries which voted abstain. ON = O countries which voted No ...
etc ]

MSOOXML needs 67% of P countries to pass:
Current:  40%  (  PY/(PY+PN) )
Theoretical Maximum Vote:  74%  ( 1 - (PN) / (34 - PA) )

MSOOXML cannot have more than 25% of respondents (P+O) to vote Disagree:
Current:  36%  ( ON+PN ) / ( ON+PN+OA+PA+OY+PY )  )

MSOOXML cannot have more than 50% of P respondents abstaining
Current: 56%  ( PA / ( PN + PA + PY ) )

If any of these conditions fail, then MSOOXML fails.

Of course the rules are completely confusing, and the calculations
will depend on how you interprete it. Some dont make sense. Refer to
