LOL. That would be great leverage if a positive correlation could be
demonstrated.
Though I'm not too sure about the Index itself. For example, Sweden's
rotten-to-the-core corrupt, but gets a low rating. It's just very, very
different about it than say Colombia or Panama. Finland's quite
corrupt, too, but very nice about it, so you don't feel quite as bad
about it.
Perhaps one of the key factors is style. No matter how profitable,
plomo o plata just isn't enjoyable.
Seriously, it's a good idea to cross-index the votes with known
mischief[1]. I bet in the yes countries and a few of the mayebs, there
are a lot of incidents involving breach of procedure, radical
restructuring, and drastic membership changes in the decision-making
bodies since May.
