Btw, I notice that the author is not well informed about what XML is:
"XML... is the default format for creating and storing the files in
Office. XML tags information so it can be shared by different programs."

XML is not a file format and the second sentence is so one of those
statements that are so bad that it's not even wrong...  But I don't want
to diss the reporter. At least he's reporting.

The following might be more pertinent:

"The commission asked Microsoft's rivals to provide examples of
'deficiencies' in the Open XML documentation."

There's that GrokDoc page that a bunch of us worked on...  We could
recycle some of that material.
