I suspect MS encouraged many libraries to join the ECMA TC to look at
MOOX, but only the British Library felt willing. We (the National
Archives of Australia) received such an invitation and I went through
the initial steps required to join up. At the 11th hour, our executive
committee didn't like the idea of being the lone Archiving body on the
TC so they didn't agree to our joining.
I'm relieved in a way because I didn't end up having to wade all the
way through the draft MOOX spec. I wonder if any one person has
actually read all of it.
Anyway, I think it would have provided an interesting insight into the
way these things are done.
