The South African Dept. of Science & Technology is transitioning to a custom
version of the Linux distribution,  Impi Linux. <http://www.impilinux.co.za/>.
Impi Linux is based on Kubuntu. The free core edition includes OOo. But that
is not enough to say with certainty that the custom version does as well
particularly because there is prominent mention of a heavily-customized
Codeweavers implementation included in the custom distribution. However, it
seems likely that ODF is supported, particularly given the mention that the
reason for including Codeweaver's solution is to run a Windows-specific
document management solution, and because of the strong endorsement of FOSS
by the Department included in the article.

By the way, I am recording all of these government "ODF adoption" updates in
an outline that forms the basis for a redesign of the Precedent page
(although I may not include this particular one because of the uncertainty
of ODF adoption).  I have been working on that outline during my spare time
and hope to have it ready to post to the web site soon. Because I am getting
close, I am no longer duplicating entries in the outline and in the existing
Precedent page.
