[odf-discuss] Where ODF stands in the EU

Unless it can be shown that MOOX is in practice not open.  The RAND 
clause, for example, is according to the article incompatible with the 
IDABC's European Interoperability Framework.  The talk of "complete" or 
"full" implementations is also problematic given the convoluted, complex 
nature of the MOOX specification and it's clouding of structure and 
presentation.

Also, there seems to be no licensing for MOOX stating that the format is 
irrevocably free for use, implmentation and redistribution.  Lot's of 
mumbling certainly, but no documentation.
