That approach would be useful even if it is simplified down to a 
recommendation of opening with a viewer (read-only) or with an editor 
(read-write).  Many reports, government publications aren't really 
intended for further editing and would be fine if, in absent of any 
overriding user preference, it would open by default in a viewer.
