Not necessarily, or at least the solution could be more intelligent than
MIME types and default environment file type associations. See my proposed
solution at <http://opendocumentfellowship.org/node/221>, especially section
3.5. A document author could at least specify in metadata appropriate apps
to open a document with. That still is not necessarily the user's selection,
but it is more likely to be right than the environment's default file type
association. And the metadata type proposed in section 3.4 lets the user set
what app to open the same document with the next time.
