That would be a good reason from our point of view.  It would certainly 
help eliminate any chicken-or-egg type problems with getting OpenDocument 
started in some businesses, institutions or agencies.

Can that approch be made into something at least as attractive for 
Firefox?  If a lot of governments are starting to use OpenDocument, then 
OpenDocument support built into a web browser would be an incentive for 
goverment adoption or endorsement of that browser.
