In true KDE spirit there's a setting to control that :) You can find it in
Konqueror, under Settings / Configure Konqueror / File Associations. Among
other things you can control for each file type whether Konqueror should
attempt to embed it, or to hand it over to an external application (which is
what it appears to do in your case).

Correct. (In fact, you can even have different rendering engines for the
same DTD, allowing you to switch between Gecko and KHTML within Konqueror,
for instance. Though I believe the KPart that embeds Gecko is not really
maintained.)
