There is no clear definition of "web technology". Drupal, Moodle and
Wikis are all web technologies that are not standarized by W3C. ODF is
at least standarized by an open standards group and relies heavily on
W3C formats. To a large extent, ODF is a container format that
encapsulates web technologies such as SVG and MathML from the W3C.

I haven't noticed anyone say that in the OASIS TC. In turn, I have heard
some OASIS TC members say the opposite, that ODF is the future of the
web (see Gary Edwards). Personally, I'm happy for any software
application to render it natively, including web browsers.

More than a case study, you need someone willing to do the work :)
Otherwise it's just talk. If someone wants to do the work, you don't
need a use case, they'll do it anyways. If nobody wants to do the work,
it doesn't matter if you have a perfect use case.
