Well Firefox *is* currently soliciting input on ideas for version three:

Now, if the web browser were a more generic XML rendering engine, then 
OpenDocument could be rendered natively.  The browser could have two or 
three DTDs pre-loaded (XHTML, Docbook, OpenDocument), along with a small 
handful of corresponding stylesheets.

Interleaf's Panorama is a proof of concept. (Panorama was originally from 
SoftQuad.)
