It is useful, but maybe for the smaller ones.  Getting OOo or KOffice 
pre-installed on machines of the larger OEMs means getting past the 
agreements MS has with them.  The agreements are generally not public and 
MS executives call them trade secrets.  So, if the agreements were made 
public they would probably break MS' hold on the bigger OEMs.

Service plans like that could help a cottage industry of small, 
specialized businesses.
