There could be some interesting legal problems there, too.  If the legal 
protections regarding copyright and (in the US/AUS/NZ) software patents 
are contingent on 'full' implementation or some level of compliance, then 
a convoluted specification might be too difficult, or even impossible, for 
anyone else to fulfill.

MSO2003 is a dead format anyway.  However, the concern above probably 
applies to MOOX because although MS reps have hooted and crowed about 
MOOX, it still has not yet published any specific protections regarding 
copyright and (in the US/AUS/NZ) sw patents for implementors of MOOX.
