Occam's razor is "all other things being equal, pick the explanation
with the fewest assumptions" or "the simplest one". The standard example
is that a geocentric model of the solar system involving many epicycles
fits observations just as well as a heliocentric model using ellipses;
you pick the latter because it makes fewer assumptions.
I think that what you quoted is from Sherlock Holmes.
Not that any of this makes any difference to the discussion :)
