[odf-discuss] White paper updated

I have added some info to the section on government support in 
the white paper. I also made some minor visual changes: I reduced 
the body text font size and added some small graphics to the 
cover page and the footers.

The new files (ODT and PDF) are available on the Proposal page, 
http://opendocumentfellowship.org/government/proposal
