I'm afraid this article was not well researched.  They comment on MS
OpenXML and the ISO standardized PDF/A, but nary a mention of the ISO
standard OpenDocument Format.  It's too bad, it is a very informative
article other than the conspicuous absence of the true solution.
 
I think this guy at the US national archives needs to take a look at
what the Australians are doing with XENA.
