Ah.  Thanks for the reminder. I looked it up and it's ISO 19005-1:2005

I'm not sure that not being XML is a big disadvantage in this case.  I'm 
not sure of the proper term, but PDF is a terminal state for information. 
Things go into PDF or paper form, and that's the end.

As I understand it, PDF is a rendering specification.  It's sort of paper 
that hasn't taken phisycal form yet.
