I'll have to profess to a lot of ignorance on that question. I have
not seen PDF/A specified in E-filing requirements. The norm
requirement is PDF with no specification of flavors.

That said, "PDF/A" does fly by fairly often in E-filing/government
archiving developer chatter, including a few conversations on this
list.
