So, if MS continues to change formats about every two years (historically 
it's a little more frequently), that means that 4 new formats will be 
released by the time the 10-year development cycle rolls over.

If MS continues it's n+2 support practice, in year 6, the format will have 
been dropped by MS with 40% of the work left to implmement it in other 
packages.

What does the licensing say about partial implementations?
