I thought that was the case when I tested it earlier, but it
turned out to be user error on my part.
You *can* upload a file to an existing issue (without being a
"member"), but you have to click in the Comments box before you
see that link! Once you click, the link appears. (I think this is
a bug.)

I think this is a great choice, for the reasons you mentioned. I
am very impressed with it. Google really rocks!
