It really needs to be NSIS - I don't know whether Daniel accidentally 
chose that or not, but that's what Firefox 3.0 (which will run on 
xulrunner) will use, and would thus offer a more consistent experience 
and also ensure that xulrunner is already installed.

An inno setup would be a good stop-gap, though.

The main issue with that is that the vast majority of development isn't 
done on Windows.
