No, not as far as I know.

iA2 is just an accessibility API, and a Windows one at that.

It's nothing to do with the file format per se, it's to do with how you
access specific UI features. So, e.g., it would be equally applicable to
any other document format if the application in question used it.

The OpenDocument link presumably comes in because they're attempting to
supplement the existing Windows accessibility API sufficiently to get
parity/beyond the feature set offered by Office.
