Yeah. If it's easier to make an ODF and convert it to OXML than to
create an OXML directly, then even people who care not at all about ODF
will still use it, purely for pragmatic reasons. It's a similar argument
to why odf2pdf would be very valuable tool to have. Turn ODF into the
path of least resistance for whatever format you are planning to
distribute in the end. This would create a lot of developer mind-share
and with it, application support.

I think that ODF has a fair chance of doing that because the format
really *is* simpler than either making an OXML or a PDF.
