That's why it's good to have more than one way to read the spec. 
Some people will find that the HTML (even with the collapsing 
ToC) has advantages for them, while others will prefer the PDF.

I didn't even notice the ToC issue until you mentioned it. It's 
not an annoyance for me, and it's certainly not a "showstopper" 
problem.

Obviously this is one of those "your mileage may vary" things.
