Which is basically the situation you do have with the Ecma TC for MOOX. 
There wasn't really any work done on the standard, as far as I can tell, 
by the committee.  A committee that provides little or no input is 
basically a rubberstamp committee and thus functionally the same as 
letting the private entity retain control over the 'standard'.
