No, there has to be a market requirement for a second standard. It has
to be "necessary." The Agreement on Technical Barriers to Trade is all
about promoting competition by adopting standards and eliminating
inconsistent standards. An individual vendor's refusal to support an
existing standard does not create a *market* requirement for a second
standard.
